Not really. That's what it does but it's not goal. Or at least we don't admit that that is the goal.
Originally the point of incarceration was to "cure" criminals. Now it's mostly to incapacitate (keep them away from us). And of course there's also the concept of punishment. But incarceration has always had a bit of a schizo relationship with punishment.
