This is a very good point. Some agencies have simply forgotten the intended use of these teams (hostage/barricade situations and other CRITICAL incidents). There is a lot of good criminal justice-related stuff on The Agitator. I still visit some times, but I think the focus on SWAT/NARC stuff gives its readers a distorted view of policing.
