I guess I'm over a year late, but I'm going to add my 2 cents anyway. I have lived in Baltimore all of my life and have witnessed 1st and 2nd hand the "dirty cop". I have family that have worked Baltimore law enforcement that have divulged the same things (names were left out). Not all cops are dirty, but MANY are. Why? Because they can be. A friend of mine was busted in the mid-80s; cellphones, large cash, guns, etc. He told me after he read his press clipping the exact amount of money, guns, and cellphones they had. Only 60% of the money was reported, 2 guns were missing, as well as 2 cell phones. Iso. incidents? I doubt it, because the same was said of others I knew or knew of. I dunno, maybe the same cops busted these others too. They must work lots of hours and many districts simultaneously.
Better late than never… but I'm probably the only one who will read your comment at this point.
I can't talk to your specifics, but I will say 1) a few bad cops can do a lot of bad things, day after day, and have a very big impact, and 2) the 80s were a long time ago, especially in police years. Very few police today were on the job even in 1990. Times do change. Generally, they've changed for the better.
