I like this model, which isn’t that rare in much of the world: “Where Prisoners Can Do Anything, Except Leave.”
Why not? It’s cheaper. And more humane.

Looks like an interesting alternative to what we do in the US, BUT, where would you send the DEA, politician and COP sentenced to do time? Not here. They would be a lampshade by nightfall.
Reminds me of good old penal colonies, France's devil's Island in particular.
