Of course I wouldn’t be for stupid people attacking Muslims either. But there is something deliciously ironic in turning against people who flew across the country to join your hate-filled cause.

At least it shows the true color of these so-called patriots is more blackshirt than red white and blue.
At one point, a portion of the crowd menacingly surrounded two Egyptian men who were speaking Arabic and were thought to be Muslims.
“Go home,” several shouted from the crowd.
“Get out,” others shouted.
In fact, the two men – Joseph Nassralla and Karam El Masry — were not Muslims at all. They turned out to be Egyptian Coptic Christians who work for a California-based Christian satellite TV station called “The Way.” Both said they had come to protest the mosque.
“I’m a Christian,” Nassralla shouted to the crowd, his eyes bulging and beads of sweat rolling down his face.
But it was no use. The protesters had become so angry at what they thought were Muslims that New York City police officers had to rush in and pull Nassralla and El Masry to safety.
“I flew nine hours in an airplane to come here,” a frustrated Nassralla said afterward.
Sounds like some arrests should have been made but were not.
It almost seems like police handled this protest differently than they do leftist protests.

Protests get ugly sometimes. I have no doubt that some of these morons WOULD have gotten physical if not for police intervention. But apparently they did not. It is not illegal to be a racist idiot and to act irratioanlly in the United States. These Right-wingers also apparently were not throwing Molotov Cocktails, burning cars or breaking windows (specialities of Left "anarchists," otherwise known as Communists in anti-authoritarian drag) while they were being stupid racists, so perhaps it didn't escalate to the point where arrests were required.
I think some common Left-wing protest tactics are designed so that arrests will have to be made (intentional tresspassing, property damage, blocking entrances, etc). This spontaneous erruption of douchebaggery may not have violated specific laws. And I think you will agree that police should not arrest people simply for doing something that "sounds like" it should lead to arrest.

My first thought was that the police did a pretty good job at keeping the peace and everybody safe.
That being said, I suspect that most police would be more sympathetic to this protest than some left-wing equivilent douchebaggery.
When I was cop I was a little disappointed in young cops complaining about striking service workers at Johns Hopkins hospital. (I just jokingly complained about the lack of paper towels in the bathroom!)
Sure it was a little more work for us… but did I really need to my remind my conservative fellow officers that we too were union… And the worst kind: public service employees at that! (10 years later: different job and different union, but I still am.)
There was a sign in the Eastern (since taken down), "Unlike the citizens of the Eastern District, you are required to work for your government check." I always liked that sign. Not just for the humor, but the reminder that 1) we had to work, and 2) we were government employees.
I guess nobody ever likes to think that when people talk about cutting government "waste," they might possibly be thinking of you!

Based only on the information provided in the news article:
1. There is not enough to say that any one of those laws you mentioned were violated,
2. No watch commander in my city would ever approve the booking(s),
3. No city attorney would ever prosecute.
