I don’t know if this is good or bad, but why does it take years? That’s what’s so f*cked up about police discipline. And these charges were placed only, 18 months later, to beat the statute of limitations. The story in the Times.

  1. What role do Union contracts and their stipulations about discipline play in this? I only ask because while I work in LE, I work in a place that does not have collective bargaining. I'm always amazed when I see guys from city departments talk about all the hoops that the department has to go through to discipline them. I have the state law Enforcement Officers' Bill of Rights, but it just spells out a few rights that I have and spells out the process that the dept has to go through. Here in MD the only thing that delays it is that I have 10 days to obtain counsel. Otherwise it can be a pretty bang-bang-bang process from complaint to discipline.
