I guess the rules of evidence weren't as strict back then.
Was this pamphlet just deflective feel-good propaganda for a PD that was actually in league with the bad guys? I'm thinking that the NYPD of 1921 (prohibition and all that) was bought and paid for by OC…

Actually there's large and surprisingly passionate attack on Prohibition in the report. Says it can't work and will divide the police and public!
